Garrett Fitzgerald

Garrett joined SEPA in 2021 as Sr Director, Electrification. He leads SEPAs work focused on the beneficial electrification of transportation. Garrett has worked at the nexus between electric vehicles, clean energy, and the electric grid for over a decade. His research focuses on vehicle-grid integration with a specialization in managed charging, transportation electrification utility strategy and planning, and equitable transportation electrification. Garrett is the staff lead for SEPA’s EV working group and oversees all of SEPA’s transportation electrification content. Prior to joining SEPA, Garrett spent 8 years working at Rocky Mountain Institute. While at RMI, he built and led the electricity program in India that works to accelerate the integration of electric vehicles and clean energy portfolios. During his tenure at RMI, Garrett managed the Fleet Electrification program, co-led the EV-Grid initiative, and was deeply engaged in work related to energy storage, distributed solar, and load flexibility. He has extensive expertise in technical and business model aspects of EV charging infrastructure, EV-specific tariff design, energy storage, and demand side flexibility. Garrett holds a BS in Mechanical Engineering from Santa Clara University and a MS and Ph.D. in Earth and Environmental Engineering from Columbia University.

Mike has worked in the commercial vehicle industry for over 35 years, is the Executive Director of the North American Council for Freight Efficiency and is the trucking lead for RMI. Mike’s specialty is brokering green truck collaborative technologies into the real world at scale. Mike was awarded the prestigious SAE 2020 L. Ray Buckendale Lecturer and manuscript author. Her current client work includes leading regulatory matters and the implementation of EV charging programs that include incentives, rates, fleet advisory services, load management, and EV education. Prior to joining Prologis, Ms. Winstead led an interdisciplinary team at Amazon Logistics (AMZL) to build and launch products, operational tools and programmatic mechanisms needed to electrify AMZL delivery stations and scale their EV fleet (Rivian delivery vans). Her team owned the end-to-end execution for hardware and software product development, provided operational product support, performed systems engineering, established industry partnerships, procured, and managed the supply chain for a portfolio of EV charging and infrastructure products. Their work enabled 1,000+ electric delivery vehicles (EDVs) to deliver 5million packages in more than 100 cities across the U.S. in 2022. As of Q2-23 AMZL was on-track to deploy at least 100k EDVs on 100% of Amazon's last mile delivery routes by 2030 and eliminate millions of metric tons of carbon from tail-pipe emissions every year. Additionally, Ms. Winstead played a key role in Product at Amazon Web Services (AWS) and led teams of both hardware and software product managers to deliver infrastructure products and solutions for AWS data centers. James built the first LEED Platinum Habitat for Humanity home and has consulted on award winning sustainable buildings throughout the US. James volunteers as the Chair of the Net-Zero Energy Coalition, on the Advisory Board of DC’s Building Innovation Hub and on his local Hyattsville Environmental Committee. He holds a Masters of Environmental Management from Yale and Bachelors of Industrial Design from Pratt Institute. When not trying to transform the building industry you are likely to find him dancing or playing with his kids.
